Not hard at all, but he isn't going to risk pissing off the lobyists in the auto industry by allowing more open competition. Especially when those lobyists would have zero problems with labeling him "the guy that allowed cars on the road that didn't pass safety tests" or whatever other spin they can cook up.

I see, but what if he lowered it by 15 years or so. That way he could only disgruntle the lobyists and we could get more cars from over seas.
